Kamma have solved Property Licensing: the diverse set of legislative tools introduced to devolve power and responsibility for raising minimum standards in the Private Rented Sector (PRS) to Local Authorities. Whilst this devolution allowed targeting of the most at risk areas of the UK, it simultaneously created a dynamic and messy patchwork ofrules, placing a huge burden on various stakeholders in the PRS.
